Tele Atlas announced a new dataset with historic traffic data a few weeks ago to little fanfare. The reason? No one was really using it yet (save TomTom, TA's owner, internally).
Now TomTom is using the database in a beta version of an online routing program. You can sign up to be in the program here. (There's also a rather long video introducing the site.) The big differentiator is that the algorithms will tap into current and past data about traffic (say, how busy it typically is on a Sunday afternoon between 6-7 pm) to produce a better route.
It will be a big score if users note a significant difference in the accuracy of routes over those not using this database. We'll see how it plays out.

PA Fed Judge Says "No Personal Location Data without Warrant"

In the past, investigators were able to obtain a person's location information if they could convince a judge it was relevant to the case. Now, Judge Terrence McVerry of the Western Pennsylvania U.S. District Court upheld an earlier ruling that that's not good enough. A warrant, ideally confirming probable cause a crime was committed, is required. The ruling does not apply across the U.S.

Study: Cell Phones can be used to Study Teen's Locations

The study was really about the feasibility of using cell phones to track teen girls to look at the impact of environment on health behaviors. I feel sure the researchers knew that cell phones could do tracking, with known limitations.
The results of a study by researchers from Indiana University School of Medicine, published in the April issue of the Journal of Adolescent Health, show that indeed girls 14- to 16-year-old girls will carry the phones. The pilot also showed one interested and unexpected thing: they were spending more time away from home, school and surrounding areas than anticipated.
